We welcome all to join us at the 64th Annual Banquet of the Heber Springs Area Chamber of Commerce. Join us as we look back on 2019 and all that we accomplsihed with the help of our membership. We will recognize the new Chamber Board members as well as those whose term ended in 2019. There will also be a silent auction throughout the event. Arkansas Lietenant Governor Tim Griffin will address the attendees of our annual banquet.
2019 Hall of Honor
Howard A. Chapin IV
Howard is a graduate from the University of Nebraska and moved to North Little Rock, Arkansas in 1977 to work for Twin City Bank. He moved to Cleburne County in late 1982 at which time TCBankshares chartered the new First National Bank of Cleburne County. As President, he became involved in community development in Quitman, Greers Ferry, and Heber Springs.
In 1999, Howard became President of First Security Bank in Heber Springs where he was involved in establishing and building the two bank facilities that exist today. He was the catalyst for providing one of the former First Security Bank buildings as the new home of the Heber Springs Area Chamber of Commerce office in 2016. He formally retired from banking in March of 2017 after 43 years in that career.
Howard is a charter member of the Rotary Club of Cleburne County with 25 years perfect attendance. While involved with Rotary, he served several clubs as the Governor's Representative. He was recognized as club Rotarian of the Year in 2009 and was recognized as a Paul Harris Fellow five times. He was also an active Board of Director for the Heber Springs Area Chamber of Commerce from 1984-1989.
Beginning in 1997, Howard was a key member of a group of citizens of Heber Springs that worked to pass a half-cent countywide sales tax to support an ASUB-Heber Springs Campus. The new campus, consisting of an Academic Center and Student Services Building, opened in 2007. Howard is a charter member and Chairperson of the ASUB-Heber Springs Development Council. In addition, Howard currently serves on the Board of Visitors for Arkansas State University-Beebe, and has served on the Board of Directors for the Arkansas State University Foundation-Jonesboro.
Howard also serves as Vice President and Board Member of the Community School of Cleburne County since 2013.
He has been an active member of First United Methodist Church since 1990 and has served as a Chairperson of the Finance Committee, served as a Trustee, and Treasurer as well as serving on other church committees.
Howard has been married to Alyce for 43 years. They have one daughter Kayla and son-in-law Ben.
